OER as a Catalyst for Innovation in Higher Education – White Paper

This document presents draft recommendations to enhance the use of Open Educational Resources (OER) as a catalyst for innovation in higher education.

The recommendations are divided into two phases: Phase 1 focuses on adoption and awareness, while Phase 2 focuses on supporting OER innovation.

The document outlines the pedagogical benefits of OER, such as improved access, cost reduction, diverse input, flexible use and reuse of intellectual property, and pedagogical innovation. It emphasises the role of OER in fostering collaboration, challenging traditional instructional methods, empowering students, promoting evidence-based practices, and driving continuous improvement.

Institutional strategies for supporting OER innovation are proposed, including policy development, awareness and advocacy, establishing repositories, quality assurance, integration into the curriculum,
collaboration and partnerships, licensing and copyright education, training and professional development, assessment and evaluation, and sustainability planning.
